Ms. Carty obtained a Bachelor of Business Administration in Economics and a minor in Political Science from the Zicklin School of Business at Baruch College, New York in June 2011. Since joining the Commission, Ms. Carty would have successfully completed a number of professional development courses in financial services. In February 2015, Ms. Carty attained an Associate in Captive Insurance designation (ACI) from the International Center for Captive Insurance Education in collaboration with the University of Vermont. She later completed a 6-month Supervisory and Regulatory course for Banking Supervisors in February 2020 administered by the Bank for International Settlements and the International Monetary Fund. Recently, she obtained a Professional Certificate in Fintech from the University of Hong Kong in May 2020 after completing the necessary core program courses. Later in 2020, Ms. Carty would have also participated in Cohort 4 of the University of Cambridge Judge Business School FinTech and Regulatory Innovation Programme and successfully completed the programme in December of that year. Ms. Carty is also a Certified Anti-Money Laundering Specialist (CAMS).
Her prior work experience in the financial services industry include a local commercial bank, where she worked directly out of high school in 2005 for a period of two years and later in 2011 to March 2012 after leaving to join the Commission. During her time at the Commission, Ms. Carty was seconded to the Isle of Man Financial Services Commission in 2018 over a 4-week period as part of an initiative organized by the Group of International Insurance Centre Supervisors.
In her current position as Deputy Director at the Commission, Ms. Carty has prudential supervisory responsibility for several sectors which include, Trust and Corporate Service Providers, Offshore Banks, Money Services Business, Investment Business (Mutual Funds) and Utility Token Offering Service Providers. Ms. Carty also works closely with the Commission's Anti-Money Laundering and Terrorist Financing Department on a daily basis, the Legal Department in policy development and its Administrative Department in organising outreach initiatives.
